The cheats in the last game amounted 127-rated singles, and one of the songs on the album in question was 101 rated. Not sure how it works when *writing*, but with the single, basically the gist is every song has a full-number rating, and an invisible decimal, which is rounded up or down to make the average past the .5 mark.
So the single could consist of, say:
Song 1 - 101.2
Song 2 - 100.7
Song 3 - 100.3
Thus rounding to 101, 101, 100, making modal average of 101.
at least, that's my theory.
As for the points thing, entirely up to whoever works it out I guess, which I'm thinking you have Yumi, so some foul play may be at hand on the user's part... Though I'm just saying that 101 rated singles *are* a possibility, but I'm unsure on what allowance and distribution.
EDIT: And of course, I forgot to mention, when displaying the song ratings, the game doesn't round it up or down for us, but leaves it invisible til the average is collated.
