While they released their best album in 2000, I'd imagine that At The Drive-In are a good shout for best band of the late 90s. I don't know. The 90s was a long period of time with a lot of good music released. As for the best "rock" band of the 1990s, well I'd have to say Opeth. OK, that's a metal band. But if Slipknot are being counted here then whatever.

I must admit that both Pearl Jam & Smashing Pumpkins bore the socks right off me. Sonic Youth are more of a 80s band I'd have said myself. Love Alice In Chains, & Soundgarden.

I love the late 90s the most. like from 96-99. That was a great time of music to me.

Late nineties is pretty crap next to late sixties, or even mid-eighties.

1967 had The Doors, Sgt Pepper, The Grateful Dead, Surrealistic Pillow, The Velvet Underground & Nico, Smiley Smile, Are You Experienced?, Absolutely Free, Magical Mystery Tour, Buffalo Springfield Again, Disreali Gears, Strange Days, John Wesley Harding, The Piper at the Gates of Dawn & goodness knows what I've forgotten. And that's one year.

1968 has one of the best liver albums ever in Live At Folsom Prison, Astral Weeks, The Beatles, Beggars Banquet, Axis: Bold As Love, Electric Ladyland, The Hurdy Gurdy Man, In-A-Gadda-Da-Vida, The Kinks Are the Village Green Preservation Society, Wheels of Fire & White Light/White Heat.

1969 gave us Abbey Road, At San Quentin, Crosby, Stills & Nash, Grand Funk, Hot Rats, In The Court Of The Crimson King, Kick Out The Jams, Led Zeppelin I & II, Let It Bleed, Monster Movie, Phallus Dei, The Stooges, plus debuts from bands like Yes, The Allman Brothers, Genesis, Janis Joplin, & The Wailers.

As far as a 3 year period goes, I'd wager that takes a dump on any 3 consecutive years of the 90s.

I know Steve Howe and his daughter, just felt like saying that haha.But Yes is amazing, all the decades are pretty much better but in the 90s everyone had a chance to have a really good song.I mean had I been able to play guitar like I do now back then I might've had a top 40 hit.

Man, the 90s were totally gay in a musical sense. All that gabber and eurodance shit... although SOLSTICE did release one of the finest metal albums of all time in 1998. But overall it was pretty crappy.

They released an album called "Seven" (1992) and the band members increased to seven. They released "Laid" (1993) and they went out and had lots of sex. They released "Whiplash" (1997) and Tim got whiplash from a car accident. They released "Millionaires" (1999) - it didn't work. :P
Definitely a 1990s girl, be me. (And the five listed would be my five favourite '90s rock albums.)
