There are such things as niggers, but they are not all black. Half the people on my old street were what I would call niggers, and most of them were white. If I were to ever use the word, I would use it just like what the dictionary says. It means "Trashy people" and that can mean anyone whether you are white, black, red, orange, or freaking purple.

It derives from "negro", which is Spanish for black, and was the term used for the black slaves in America. *it's not always offensive, some black people "reclaim" the word. But then, how language evolves - in my day (well, long before it), a bastard was an illegitimate child and gay meant happy.

Nigger is the derogatory form, and 'nigga' is the reclaimed form,
